From a management perspective, this article presents a process model to analyze cooperation between military and civilian actors in peace support operations. By means of multiple case study research, the article applies the model to eight partnerships between the Dutch Provincial Reconstruction Team and civilian actors (nongovernmental organizations, district governors, local constructors) in Baghlan, Afghanistan. These partnerships include explosives removal, power plant construction and police training courses. The article shows that civil-military cooperation processes follow six successive steps: decision to cooperate, partner selection, design, implementation, transfer of tasks and responsibilities, and evaluation. It is concluded that there is a lack of unambiguous and useful military guidelines regarding civil-military cooperation; the military are often unaware of other actors operating in the area and their programs, cooperation is frequently supply-based rather than demand-driven, and many military personnel involved in civil-military cooperation have little experience with and training in the subject. During Jakarta flood from 2013 to 2015, emergency response optimized roles of military and civil. Civil-military coordination is a mechanism in disaster management in term of accelerating response and minimizing number of victim and damage as well. The aim of this study is to analyze and describe the system of coordination and civil-military cooperation in emergency response Jakarta flood from 2013 to 2015 and find optimal form of cooperation and coordination emergency response of civil-military in the Jakarta flood 2013. This qualitative research is a descriptive research with data collection techniques is literature review and in-depth interviews. The results showed that the civil-military coordination in the flood disaster can be run either although the difference between commando and grammar used in the civil-military provide constraints in emergency operations.

In the context of the current security environment, civil-military cooperation is an ongoing concern regarding the conduct of multinational operations in optimal conditions. Currently, actions at international level, which included the military operations, regardless of space, duration and violence clashes, showed a major outstanding need to coordinate the military operations with the actions of local/central and the international institutions and NGOs.Therefore, the work of civil-military cooperation is adequate capacity to coordinate actions previously recorded. Through the activities of civil-military, the commander builds relations in area of operations where military operations are conducted. These are supported by the contact established between NATO and civilian actors. Besides institutional contacts taking place between multinational Headquarters and various civilian actors, however, between these entities there are informal links that provide knowledge systems of work, planning and joint training activities.

Civil/Military cooperation is vital when addressing civil emergencies. In order to most efficiently enable such cooperations, it is important to ensure easy and secure information exchange. This paper describes an approach to enable such information exchange using a robust MILS kernel, using a content-based security approach to allow each organisation to remain in control of their own data. Furthermore, we demonstrate the approach by combining a military standard Command and Control (C2) system with a civilian system, where specific information can be securely and easily transmitted between the parties.

Reviews Denmark's Concerted Planning and Action initiative to improve civil-military cooperation in peace-support operations involving Danish troops. A permanent group of civil servants chaired by the Danish Foreign Ministry will plan and coordinate military and civilian humanitarian efforts; civilian steering units will be deployed close to Danish troops in military areas; and common training of civilian and military actors and a coordinated, international framework for a systematic approach to civil-military cooperation should be achieved.

Explores recent efforts by Denmark to develop a systematic approach to civil-military cooperation--steps which might also benefit NATO and other key international actors. Denmark has launched the Concerted Planning and Action initiative for improved civil-military cooperation in peace-support operations involving Danish troops, creating a permanent group of civil servants chaired by the Danish Foreign Ministry to plan and coordinate military and civilian humanitarian efforts; civilian steering units deployed close to Danish troops in mission areas; a wider scope of common training of civilian and military actors; and an ongoing review and evaluation of collaboration.
